			<content:encoded><![CDATA[<p>From the point of view of professional conduct rules and the problem posed by chains is how far individual members of the RICS may be involved in different links at the same time.<br />
Seen commercially and the advantages of operating through a subsidiary include the ability to diversify activities whilst not exposing the other parts of the business to financial risk.<br />
At the same time and the autonomy of any subsidiary can be restricted by contractual or financial means. SUMMARY OF MAJOR ISSUES ARISING FROM CHOICE OF FORM<br />
Financial<br />
Two separate questions are at stake here: the financial risk of the individual participants, and the ease and extent to which the organisation itself may obtain suitable funds for its tasks.<br />
On the question of risk and the attraction of the various legal forms is in part predicated upon the attitude of the RICS to relief from the restrictions on practising with limited liability.<br />
If that hurdle disappears, along the lines of the July 1986 revisions and then the company limited by shares may prove an attractive form.<br />
As far as access to one&#8217;s financial input is concerned and the Companies Act 1981 (now consolidated into the 1985 Act) lifted many of the restrictions which previously existed on companies purchasing their members&#8217; shares.<br />
This now puts members of companies on a closer footing to partners in their ability to withdraw their capital from the organisation.<br />
As to the financial interests of the organisation as a collective unit and the choice of legal structure really depends on the extent of the need for external financing.<br />
This in turn obviously reflects the scale and level of risk of the venture contemplated.<br />
If the only working capital that is required can be provided by the personal capital of the participants and then partnership may well fit the bill.<br />
Once there is a perceived need for expansion, involving the provision of security to a lender and the facility of the company to charge its own property may dictate the choice. Management and Accountability<br />
These issues may again be viewed from several perspectives.<br />
At its most basic and the actual design of a project or implementation of a task may not vary as between a partnership and a company.<br />
Large professional partnerships commonly adopt corporate strategies with regard to the determination of objectives and allocation of functions to departments and individuals.<br />
Conversely and the flexibility of partnership management in so far as it is free from the formalities of meetings and public notification of decisions may be more attractive than the requirements of the Companies Acts on these issues.</p>

But, as they have discovered over the past year and tied agents can be expensive and difficult groups of people to do business with. A series of disasters has underscored the point.<br />
In February 1990, a firm called Garston Amhurst, a tied agent of Target and the life company sold by TSB to Equity &amp; Law in January at a substantial loss, was shut down by the Securities and Investments Board after £2 million of investors&#8217; money went missing.<br />
Other companies have had similar troubles: Clerical Medical had to rid itself of an agent which was writing unauthorised business; a Legal &amp; General agent.<br />
Homes Assured, went bust owing £10 million, and is being investigated by the Serious Fraud Office; a Friends Provident agent was caught using the FP logo on documents offering unsecured commercial loans, and is being investigated by fraud squad detectives; and last December a Guardian Royal Exchange agent, Charmworth Properties, collapsed.<br />
Later it was revealed that its founder had completed a three-year prison sentence only six months before becoming a GRE agent.<br />
For the Life Assurance and Unit Trust Regulatory Organisation (Lautro) and the regulator charged with supervising life offices and their agents, one or two mishaps might have been regarded as the inevitable teething troubles of a new system. Yet during 1990 and the trail of crooked agents turned into a bustling queue.<br />
In its annual report, published in November, Lautro weighed into the life offices, complaining that the unexpectedly high costs of policing their activities had dented its finances, and beefing that members had not taken the task of compliance seriously. It was time for the regulators to get heavy.<br />
Several cases have revealed gaping holes in the regulation system.<br />
Wright, for example and traded on the fact that he was the agent of a well-known insurance company. Without that mask he would probably not have been able to complete his con.<br />
In that instance and the insurer was legally liable for the loss; Equity &amp; Law repaid Minett the £172,000 plus the £46,500 that Wright had tricked from her.<br />
&#8220;We were 100 per cent responsible for that investment, legally and morally,&#8221; says Equity &amp; Law marketing manager Brian Taylor.<br />
The company is hoping to recover some of the money from Wright, but admits much of it has already been spent, making his appointment an expensive mistake.<br />
Life companies have stepped into an area with which they are ill-equipped to deal, and have come unstuck, believes Lautro&#8217;s chief enforcement officer Mike Abrahams. &#8220;They have no expertise in managing their own staff,&#8221; he says.</p>

It buys minicomputers from the American firm Data General, adds financial software, and then sells the package to accountants.<br />
Some of Star&#8217;s customers in the world of accountancy have even set themselves up as dealers.<br />
A company with similar beginnings to Star but which has taken a different direction is ACT, based in Birmingham.<br />
ACT was a computer bureau and systems house until five years ago when it started selling an American machine called the ADDS.<br />
After this Roger Foster and the firm&#8217;s chairman, decided to expand into selling software for microcomputers.<br />
In 1979 ACT bought Petsoft, a company that publishes programs for the Pet Computer made by Commodore.<br />
This year and the firm has diversified even more &#8221; with a powerful American-built computer called Sirius and together with a set of business programs called Pulsar.<br />
So far ACT has sold 5000 of the computers, earning £8 million in the past six months.<br />
A crucial question is whether Britain&#8217;s small information-technology companies will ever grow big. In other words, will they form the ICLs and Ferrantis of the future? The omens are hardly promising.<br />
Of a total of 250 types of small computers on sale in Britain (a &#8220;small&#8221; computer is defined as costing under £10000) about 30 are home-grown.<br />
The ratio is low, even though it is higher than in other areas of information technology; for instance, in minicomputers, British firms are heavily outnumbered by foreign companies.<br />
A more healthy statistic is that British companies account for one in three of the firms selling programs for microcomputers in this country.<br />
Yet while companies like Sinclair and Acorn sell more computers in Britain than many of their overseas rivals and the products of the UK firms are relatively cheap and so the industry&#8217;s overall sales are not high. The American companies continue to dominate the higher-priced end of the market.<br />
For instance, Apple last year sold in Britain computers worth £42.5 million while Sinclair managed sales of just £8.6 million.<br />
It seems certain that the numbers of suppliers will also decrease once the well-oiled sales machines of IBM and Digital Equipment swing into action next year. Both firms have announced small computers and plan big sales campaigns.</p>

BRITAIN&#8217;S science establishment is trying to suppress reports by a university group which has been assessing the cost-effectiveness of some of the country&#8217;s most expensive science projects.<br />
The first report, by John Irvin and Ben Martin of Sussex University&#8217;s science Policy Research Unit, is published this week.<br />
It is a swingeing attack on the &#8220;scientific productivity&#8221; of Britain&#8217;s most expensive optical telescope and the Isaac Newton, and its operator and the Royal Greenwich Observatory.<br />
But and the report took three years to publish because of what the unit calls &#8220;political discussions&#8221;.<br />
A similar paper on radio- telescopes is now bogged down in legal proceedings, initiated by members of the Advisory Board for the Research Councils.<br />
A proposal by the unit to investigate engineering research has recently been turned down by the Social Science Research Council. Members of the unit blame lobbying by outsiders for the decision.<br />
The report on the Isaac Newton telescope, published today, investigates how it was used between 1969 and 1978, when it was taken from its Herstmonceux home in Sussex to the Canary Islands.<br />
It finds that the telescope helped to produce an average of only seven research papers each year, compared with around 40 papers from similar American telescopes. Each paper cost £67 000 &#8221; seven times greater than US equivalents. Nor were the British papers especially good.<br />
Only two were cited more than 15 times a year &#8221; one tenth the rate of citing of the US papers. Britain&#8217;s cloudy skies are only partly to blame for this poor performance.<br />
The report notes drily: &#8220;It is not standard practice to erect large optical telescopes on a site adjacent to both misty marshes (those of Pevensey) and bright city lights (those of Eastbourne).&#8221;<br />
But, even allowing for this handicap, Irvin and Martin found that university astronomers were not happy with the &#8220;inflexible&#8221; administration of the telescope by the Royal Greenwich Observatory.</p>

A BATTLE royal over who is to fill the current vacuum of leadership in European science planning is now on the cards.<br />
The major combatants will be the Council of Europe and the European Economic Community, The EEC&#8217;s commissioner for industry, Etienne Davignon, has been trying to sort out the EEC&#8217;s scientific programmes.<br />
He wants to hammer out a way of relating its rather unexciting research sponsorship to the need to foster collaborative research on new ideas in European industry.<br />
One of the major aims of the shake-up is to de-centralise research &#8221; to develop programmes at local centres of expertise.<br />
The EEC does offer grants to academics for research on approved projects; but so far it has been unable to help with the major problems of the academic researchers and such as shortage of jobs, lack of mobility of researchers and declining funds for research.<br />
These problems were highlighted in a report issued by the EEC itself, from a survey carried out by the European Science Foundation.<br />
Reports from the OECD and NATO&#8217;s science committee have come to similar conclusions, but so far no one has quite got it together to act on a Europe wide scale.<br />
Now it looks as though the Council of Europe might step in and establish a small network of centres of excellence for postgraduate research and training.<br />
The scheme could prove convenient for the European Science Foundation, which has a hitherto peripatetic post-graduate training programme in brain and behaviour research. The ESF wants to find a home and a new sponsor for this activity.<br />
And the ESF, just down the road from the Council of Europe&#8217;s building in Strasbourg, may well be in on the planning, particularly in areas in which the Council of Europe does not yet have its own contacts.<br />
Small centres of excellence are a good idea; and bringing together a group of experts in a subject could produce some interesting research.<br />
But what about the undergraduate students back home who also need stimulation by brilliant people?<br />
And what happens when one generation of whiz-kids runs out of steam and needs to be replaced?<br />
The Council of Europe also needs to be sure that it can avoid the stagnation, bureaucratisation and expense that have often &#8221; but not always &#8221; characterised international ventures.<br />
The Council may also try to draw up a science policy for Europe, if it is serious about this it will have to soil its hands a little more with the sharp end of applied research. THIS WEEK<br />

THE US is blocking the sale of satellite equipment to China.<br />
It seems American officials fear that the technology could be diverted to military purposes.<br />
China wants to buy, from America, a $12 million ground station that can receive pictures of Earth from the US&#8217;s Landsat-4 remote-sensing craft.<br />
Chuan-Shan Wang, a top Chinese space official and told New Scientist that his country reached agreement on the sale with NASA. But other parts of the US government stepped in.</p>

From the cheapest Metro to the new flagship 800 coupe, a Rover comes with a luxurious quality you will search hard to find in any rival.<br />
Rover has been quick to identify and exploit on the visual cues that so distinguish its cars, as witnessed by the successful return of the traditional chrome grille.<br />
But the company has not simply been tinkering with cosmetics without a thought for the cars themselves.<br />
Within the past year we have seen coupe and cabriolet versions of its 200 range, an 800 coupe and, most recently, convertible bodies for the Metro and Mini.<br />
Beneath the skin, Rover was first to put a car on the market with a truly convincing continuously variable transmission.<br />
Also, clever electronic control of the turbo engine in the 200/400 range allows a totally flat torque curve from 2100rpm to 5000rpm and hence exquisite manners as well as class-busting performance in a great value package. Land Rover has benefited similarly from Rover&#8217;s clear-sighted policies.<br />
In a year of recession, Land Rover is taking on more staff and increasing production to cope with the worldwide demand.<br />
Its biggest hit and the Discovery, is now available as an automatic, a fact that should enable it to tap further new business.<br />
This year too was important for the Range Rover, with the biggest changes since its unveiling.<br />
Rarely in Rover&#8217;s history has there been a time when it has done so many things so well as now. A worthy winner indeed.<br />

			<content:encoded><![CDATA[<p>I know this because I have been glancing at a magazine called Rubiks printed in English and published in Budapest.<br />
Among other features it contains the words of a song, possibly popular in Hungary, which contains a sentiment I have some sympathy with and shows that lateral thinking exists everywhere. &#8220;I think I&#8217;ve got the answer &#8221; all I need&#8217;s a little paint.&#8221;<br />
It also has letters from enthusiasts and some of which sound as if they have been translated into Hungarian and back again.<br />
&#8220;Allow me,&#8221; says one from an English mother, &#8220;to express my most sincere esteem in recognition of your masterwork.&#8221;<br />
She is mother of a family that possesses 13 cubes, which is overdoing it a bit, I reckon.<br />
Another letter, from Holland, claims that the writer owns a round cube, but she does not find that interesting. But the magazine is not entirely about the cube.<br />
It has articles on such subjects as geometrical art.<br />
It will offend the members of London&#8217;s Islington council if they get hold of it.<br />
They have just passed a resolution banning Irish jokes, under the impression that jokes are the enemy of tolerance and affection. The joke?<br />
It is the Irish cube, green all round.<br />
MAKING an obscure joke that failed to impress anyone the other week (it was about warts and the treatment of them) I did, at least encourage one reader in Israel to send me a palindrome about them.<br />
It is one I have never seen before and I wonder how many hours of patient madness produces such things. Here it is.<br />

From the case-histories compiled by allergists treating such children, it seems that most are sensitive to a great variety of things, including pollens, house dust, food additives and household chemicals.<br />
So it may be that IgE-mediated allergy plays a role in more than 20 per cent of cases, when other types of allergen, besides food, are taken into account.<br />
Hyperkinetic children may also have deficiencies in certain enzymes that break down toxic compounds found in food, or produced by bacteria in the gut. The evidence for this is described on p 233.<br />
It is quite probable that both IgE and enzyme deficiencies are important in causing the symptoms.<br />
The role of food colourings, preservatives and other additives in hyperkinetic syndrome has received a lot of publicity.<br />
This idea was first put forward by Dr Ben Feingold of San Francisco, who also suggested that aspirin might be to blame, along with naturally-occurring salicylates (aspirin-like compounds) in fruits and vegetables.<br />
His diet excluded all these items and he claimed that 70 per cent of children improved considerably on this regime.<br />
Subsequent studies have not endorsed this, but they seem to show that there is a more modest level of improvement.<br />
For a small percentage of children and the Feingold diet makes a dramatic difference.<br />
It would appear, from more recent studies and that food additives are important in a great many children with hyperkinetic syndrome, but that it is unusual to find a child for whom additives are the sole problem.<br />
Most also show sensitivity to various commonly eaten foods, pollen, dust, other common allergens and chemicals. The role of natural salicylates seems to be a minor one.<br />
When food and other allergens are considered, as well as additives, 5080 per cent of children respond, although not all of them are completely cured.<br />
Sensitivity to unavoidable synthetic chemicals and such as solvents and the contaminants of natural gas, may account for the partial success with some patients.<br />
Although Feingold&#8217;s theory was not entirely right, he was correct to single out food additives for blame &#8221; they do seem to play a disproportionate role in hyperactivity, compared to other types of illness such as asthma or eczema.<br />
This suggests that enzyme deficiencies may contribute to hyperkinetic syndrome, because such additives need to be detoxified by the body&#8217;s enzymes. They may also prevent some enzymes from working properly see p 233).<br />
The involvement of additives may explain why the incidence of hyperkinetic syndrome seems to have increased dramatically in the last 20 years &#8221; a period that has seen the meteoric rise of &#8220;junk food&#8221; and take-aways and instant-everything.<br />

By taking the &#8220;man&#8221; out of manual labour, Melman reasoned, computers make these principles obsolete.<br />
Before and the main component of idle production time was idle labour; today, given that machine down time costs seven times the rate of employing someone and the knowledge to maintain and repair machines becomes the most important skill.<br />
Management has a choice about workers: it can pay them a pittance to control an on-off button, or minimise down time by training them to fix &#8221; ie program &#8221; the new machines. Unfortunately, Melman said, Taylorism is built into the new technology. Many computer-aided machines have locks to keep workers out of the innards.<br />
&#8220;I have viewed a number of plants where the inception of computer equipment is viewed as a way to further de-skill the worker, and thereby lower his wage,&#8221; Melman added. &#8220;From the standpoint of optimising the equipment this and to my view, is crazy.&#8221;<br />
Melman told the tale of an American car parts manufacturer where one plant elected to perpetuate Taylorism when it installed computers, and the other agreed (as a condition of collective bargaining) to train workers to program, In the first plant, workers were designated &#8220;operators&#8221; and paid $1250 an hour; when their machine malfunctions they nip the on-off switch and call in a repairman. In the second and they are &#8220;journeymen machinists&#8221; paid about $15 an hour. Each Monday these workers maintain and program their own machines.<br />
In the first plant, Melman said, machines are down for at least half of the time.<br />
In the second, where worker turnover is almost nil, down time amounts to three per cent.<br />
Harley Shaiken of the Massachusetts Institute of Technology illustrated the perils of &#8220;electronic Taylorism&#8221; with an example from a study by Britain&#8217;s Council for Science and Society.<br />
A designer was using a computer to specify plans for the igniter for an aircraft engine.</p>

			<content:encoded><![CDATA[<p>It may seem ironic to onlookers that the very parents who have been complaining loud and long about the difficulty of sharing their home with impossible teenage children and should be lamenting the fact that they&#8217;ve left, only a few months later.<br />
In some areas and in some social groups, children continue to live at home until they marry.<br />
The difficult period of adolescence passes and the relationship between parents and children becomes workable and often happy.<br />
But in many cases boys and girls leave home at around eighteen to get work, for further training, or to go to university.<br />
In fact, just as the difficult teens are coming to an end and the young adults are off,<br />
It is natural that parents, and mothers in particular and should feel sadness and a sense of bereavement, whether or not they have been full-time housewives and mothers.<br />
One woman, who already had a job and a busy life of her own, was surprised to find how sad she felt when her children left home in quick succession.<br />
&#8220;I thought it would be good to be free to get on with my own affairs,&#8221; she said, &#8220;but I suffered quite severe depression.<br />
In many ways I&#8217;ve had a fuller and more satisfying life since then, and I know that my children still need me in lots of ways.<br />
But at the time I felt rejected and useless, because I wasn&#8217;t needed in the way I had been for so long.,<br />
Another mother, whose three children left home the same summer &#8221; the twins on the same day &#8221; described her sensation of being left in a vacuum.<br />
&#8220;It was a feeling of being suspended &#8221; it was not a negative feeling and not even a loss to be mourned, but I just could not see a way ahead.<br />
That feeling of uncertainty did not last long, I found a new pathway and the bewilderment soon went.<br />
But I do now sometimes wish that I had given them more time when I did have them.&#8221; Single parents are likely to find the experience even more traumatic.<br />
It may be the first time that they have had to live alone and that a whole new way of life has to be taken on board at a time when they are emotionally upset and feeling the sadness of being parted from their son or daughter.</p>
